There is no easy answer to this question. Some Hotels prefer to have their own IT deparments, so that they own the entire process and can be 100% sure the product is custom-made and fits every possible need. But this is costly. And, many times, not very effective.
On the other hand, hotels can outsource all IT related services, which tend to mean long delays when there are issues.
